Mine was. Because each refurbished device is sold individually, you'll have to look carefully at the product details. What your looking for should say 4K, and should have a model number. Use the model number to do a simple internet search in order to identify exactly what the tech specs are. Apart from that, I found the device to function exactly as new.

No, it's an old version, normal 1080p.
