The smart plugs will only turn off tv it will kill power but when you turn on power it only makes power light come on you still need remote to power up the tv screen

If your TV is on and you unplug it then plug it back in does it come back on or does it require you to once again press it's power button? More than likely you will need a different device to turn your tv on/off, for example a google. Chromecast connected to a power source that is not the TV's USB

You can’t turn on your average tv because you still have to press the on button. On very new TVs that specifically say you can turn on and off by WiFi you can but most TVs you cannot turn on using WiFi and smart plug.
