To my knowledge there are no export restrictions that would prevent this laptop from being sent to Turkey. That said your best bet is to check with the Turkish Embassy here in the US. Turkey is a modern economy similar to the US. I would suspect this laptop and similar are for sale there was well and may be less expensive to just purchase there.
