No, Chromecast does not have built-in apps.

You don't "go into" the Chromecast and run apps; rather, you open an app on your phone, computer, tablet, etc. and you "cast" it to the Chromecast. If you're considering buying and want to see a bit of the interface, try downloading Google's "Home" app to your phone. If you want a device that runs its own apps without a phone, look at Nvidia Shield or the (old but still running the newest Android software) Google Nexus Player, which sometimes pops up on bargain sites for cheap.
