• I have tried this, no it does not work. Both your phone and the device must be in the same WiFi network to work. Your phone can’t connect to its own WiFi.

• You can use the Mobile Hotspot feature of your phone if you have it to provide the internet connection for this.

• I couldn't say for sure without trying it, but if your phone is truly a wifi access point that can have devices connect to it, I would think it should work. It does require your phone as an interface to setup and cast apps to your Chromecast TV. Your phone and the Chromecast device must be on the same network

• Chromecast is a WIFI device. Once it is logged in to your WIFI, your phone (with the ChromeCast app) can cast to the TV
