We're using it like that in RV parks, often there is slow internet. We store the content in our phones and cast to our trailer TV. You must have WiFi, the Chromecast device and your phone (or whatever device) must be in the same WiFi network and that network must be connected to the internet BUT it's not streaming over the internet. It's doing some background stuff there. The content is going from your phone to the TV. A side note - the device has an "ambient mode" which you cannot turn off. This just displays pretty pictures like a screen saver. The device wants to download high res versions of said pretty pictures over the internet by default. Rumor had it you can point it to a folder in your device with lower res photos but I've not tried doing that.

If the media is on the phone it should stream directly from you phone over your Wi-Fi connection. And not over your internet connection.
