You will Need a WiFi network that the source and Chromecast devices belong to. That is easier done than you might think. Just buy a cheap router with WiFi capabilities. Normally the router would be connected to an Internet service to access the Internet but it isn't required to operate the WiFi itself. So, setup the router's WiFi and connect Chromecast and the source to that WiFi while casting. You WON'T have Internet access so you'll need to use a streaming service that let's you download the stream so that you can cast it to the Chromecast from the downloaded file.
