You don't need a Hotspot if you have WIFI. If you use your phone for a hot spot you must setup the Chromecast to the same hotspot and then go to Youtube and hit the cast icon on the video you want on TV.

To set up your Chromecast using a mobile hotspot, you should have 2 separate mobile devices. The first one is for setup, while the second one, which has unlimited data, serves as the router.
