I think I'm the 4th person to ask the very same question on this forum - Is this phone unlocked and available to networks across the world, and in Pakistan in particular? Others have asked the same and some said it's locked to Verizon, other said no. null

The answer to your question by CommunityAnswer is WRONG. 
The Verizon Pixel 2 XL is not locked to Verizon. The Verizon version does have a locked bootloader, but that doesn't stop you from using it on another network.

This is locked just for Verizon.
