“So many conflicting answers... strictly Verizon or unlockable. I’m on AT&T wanting to purchase the refurbished model but it states “Verizon” only. I called a Best Buy representative and they said it can’t be unlocked. Can anyone confirm this?”

There is almost no chance asking the question again will help you. All documents seem to indicate they don't make a locked version. Therefore it cannot be unlocked. Just return it if it is locked.
