No it does not. this is to entice you to keep your contract for 2 years. This is on the carrier, NOT Best Buy. If you choose to pay it off early you will be charged the full original monthly payment times the number of months.

No it does not. There is nothing to reimburse because you have not paid it off. 

it would not make sense to pay on it for 4 months and then get refunded $300 if you paid it off.
