“Online it says that you can get the $400 off and then you can pay it off early but when I go to purchase it it you sign 2 contracts and I don't see anything about paying it off early or that it comes unlocked.”

It is locked until you activate it, then it will be unlocked via Google within 24 hours. I assume the 2 contracts are the financing agreement through Best Buy and the Payment Plan through Verizon. It is not going to say anything about paying it off early, but you are able to very easily after you activate on Verizon go to your My Verizon account and you can pay it off.
