To amend my previous comment you can now unlock the phone, you need to only first activate it with a active Verizon sim and then it will become unlocked this was fixed today and my phone is now working with AT&T

You can not period even if the phone is activated on Verizon first I tried using my friends sim to activate it on Verizon and then using my ATT sim and it did not work, I spent the majority of my day calling ATT, Verizon and Google do not buy this phone from best buy unless you are a Verizon customer or plan to be one. Do not buy this phone to use on any other carrier it will not work they are sim locked to Verizon and Verizon either can't or won't unlock them.

Currently Best buy is with an agreement with Verizon that it will sell only Verizon edition Pixel 3/XL. And you can't purchase a Verizon phone without activating and using it first on Verizon, thanks to there activation Lock.

Best Buy and Verizon will tell you this phone can be unlocked after a certain amount of time on Verizon. They will not tell you if this is 24hrs or 24 months.

Only unlocked version is at Google store.
