Unless you purchase this phone under a activated carrier then you could use this phone anywhere you go at any time. It's unlocked just as long as you do not activate the phone over at Best buy while making the purchase. You will not get the discount they offer for activation but that just means you still get to activate your phone anywhere at any time. But if you let Best buy do it. It becomes carrier locked
