A:Answer Activation is not required. You can choose the option to Activate Later and pay more for your phone. AT&T, T-Mobile, and Verizon are willing to subsidize your purchase of the phone if you sign a contract with them.
Ignore the money they're offering you (which looks like a cheaper price) and pay for your phone. Then you can do whatever you want with it.
