“Is the silicone on the outside of the polycarbonate shell to make it grippy? Or is the silicone on the inside of the polycarbonate shell to make it soft against the phone?”

the outside silicone does not make it grippy at all, obviously this is not something you want but this also makes it easier to get the phone in and out of your pocket. As for the inside of the shell there's a clothish material so yes its soft and wont scratch the phone.
