• This power car would be quite slow to charge your XPS 13, because the stock charger is rated at 45w and this charger is rated at 18w. To answer, yes it would charge, but not quickly.

• My guess it would not. Laptop sucks up a lot of amperage and well this is while good for a cell phone, a rechargeable battery etc., probably would not do justice to a laptop!
