Yes, but not fully. Best to charge it before use. However this can charge the batteries off a power bank. Hope that helps.

Mine came mostly charged. It does sit for a minute from manufacturing to opening up, but it was ready to go out of the box.

There should be some charge in the battery when it arrives, but it's always a good idea to charge it up to full if you can before the first use.
