• Yes it’s called the Quik app and it will even take Live Photo’s from your phone and incorporate it into the video.

• GoPro does offer the GoPro app, the Quik app, and Quik for Desktop software. Those are free and you can download them and try them out whether you own a GoPro or not. Also, GoPro content can be edited by nearly all major editing programs, including free editors like iMovie and VSDC.
