It does connect to WiFi but will also work without WiFi.

No, nearly all of the HERO7 Black's functions will work without connecting to wi-fi. The ones that don't work will be things like the live streaming function and the auto-upload to the cloud that obviously require a live connection. Note though, that you will need an internet connection to update the camera's firmware, but that can be done through most smartphones or computers when you first get the GoPro.
