“Can the GoPro record video while the charger is plugged in to it?”

• If Plugged into your Laptop or PC Yes it'll charge while being used so I'd assume it'll work as long as the device is uploaded all new videos to the GoPro Cloud in you have GoPro plus account

• Yes, the HERO9 Black can be used while plugged into a power supply. Note that when the door on the camera is open to allow for the cable to be plugged in that the GoPro will not be waterproof.
