Some other customers may be planning to take their GoPro cameras scuba diving where they would go deeper than 33 feet, which is why they would need the extra protection. Also, some customers put the GoPro in situations where damage can occur to the camera, like off-road racing where rocks or other debris can hit the camera. The housing can provide extra protection in these situations as well.
