“This device was delivered today, and because the lower handle doesn't slide far enough into the holes in the body of the dethatcher , there's no way to secure the handle. Have other had similar experience and, if so, how did you resolve situation?”

it is tricky but both side must go in at the same time. If one side is pushed down more than the other, it won't fit.
