Hi, this device will only display the TV signals that are being broadcast live. If the channels are broadcast in HD, they will be displayed in HD. It will not record programs, that is a service that is offered by the company that makes this device. The cost for the DVR service is $35 / year. This company offers several different models of this device, but any of them will require a subscription if you want to record.

It only streams Also there isn't an app for Roku and older Roku devices that do not support raw MPEG streaming cannot access this device through roku's media player. (However Roku TV's can see the raw streams) You can use Plex to stream and record which works better seeing as there is no native application yet

This does support recording 1080i and 720p content in their original format (mpeg-2), which is a format that most roku devices do not support. There are apps that can act as a workaround for this. For example, you can use Plex to transcode the original content to a Roku-friendly format. Newer Roku devices are starting to support mpeg-2, which means they may eventually support HDHomeRun devices.
