“The product description doesn't state which apps it comes with or which smart tv platform the tv runs on. I'm particularly interested in using the Plex app. Does that come pre-installed on the tv, or is it downloadable to the tv?”

This television does not currently support Plex. The TV comes pre-loaded with these applications: Netflix, Amazon Instant Video, Vudu, Youtube, Ultraflix, Pandora, and Opera Web Browser. You can find additional apps in the Opera App Store. If you have any additional questions, please call us at 1-888-935-8880.
Opera TV is the platform, I don't believe you can download apps. There are several pre installed apps like Vudu, Amazon Video, Netflix, Youtube Pandora, and a few others that have various genre programing, like fox sports news etc...
