“The resolution on the top left is showing 1920 x 1080p @ 60hz on cable/Netflix/amazon. Does this mean it is not showing me content in 4K? I know cable will mostly be upscaling. Can I change the resolution?”

Your cable provider must support 4k video resolution, make sure it is plugged into the 60hz port which is hdmi 1 i think. With netflix you have to upgrade your subscription which is 4 tv's minimum with ultra hd and still only certain content is available in uhd. the t.v. automatically sets the resolution.
