“It’s hot and humid outside and in the afternoon/evening, if I turn the thermostat down a degree it ends up getting warmer. For instance, if it’s 75 in my house and I set the thermostat to 74, it goes up to 76 after three minutes. Is this normal?”

We would have to check if the thermostat shows 'Cool is On', if your AC system is running and if you are feeling cool air coming out of the vents, verify wiring and thermostat configuration.
