I have found this as well. Seems like it is always on highest setting.

Your Windtunnel 3 High Performance has a suction valve located on it's left hand side (when standing in front of the unit) that will help regulate/reduce the suction power. Simply turn the valve slightly toward the hose position and this will decrease the suction power. Hope this helps! -Giselle, Hoover Customer Care

Please try again later.I had that problem when I first bought mine also I went back to the store and stressed my problem with one of the associates they took a display and showed me how to properly operate the machine and showed me a few things I did not know they were really very helpful and my machine works great now.
Sorry, there was a problem. Please try again later.If you are vacuuming a rug that is not wall to wall or attached to the floor you will suck it up. Otherwise the highest setting should work and not suck up the rug.
