• I don't believe so. It uses WiFi to determine your location. I tried to place a bet on it using a sports betting app/website and neither could confirm my location even while connected to WiFi.

• Unfortunately, no. Almost all Chromebooks require Google location services for GPS data, so they can't be used offline
