• I think you mean "can this run blender well". I haven't tried it, but I suspect blender is CPU and/or GPU intensive, so I would say no. Blender may run and do basic things, but I would suspect rendering to be slow.

• Yes, this laptop meets the minimum specs for that program however for the best performance you need a GPU for larger, more complex models.
