No. Probably need a big upgrade over this laptop. i3 probably isn't good enough. Also, the 128 ssd is limiting for many roles.

Any graphics intensive program i.e. Premiere Pro, After Effects or to some degree Photoshop, requires a good, dedicated graphics card, preferably with many CUDA cores, otherwise you will be making coffee after each time you press "Enter" on the keyboard. This laptop has a relatively week, graphics card with 0 CUDA cores integrated into the i3 processor. The specs show that it is a relatively good computer for browsing, MS office, streaming, light gaming and some video/graphics processing from time to time, but it is definitely not a laptop for anything more than very, very, very casual video processing, especially using Premiere Pro or After Effects.
