“I have a 2nd monitor that can display from USB - C connected to this laptop via USB - A. The USB -C portion is in the monitor and the USB - A is in the laptop. However the 2nd monitor is not being detected. Am I missing something?”

The USB Type-A port does not support video. You should use the laptop's HDMI port and get an HDMI to USB Type C cable or adapter to connect the monitor.
