Very few laptops allow updating the video card, as the video is part of the motherboard. Some higher end laptops have separate video cards, but it's hit or miss if they can be replaced. I remember a number of years ago the manufacturers tried to create a standard form factor for laptop video cards, so they could be replaced, but I don't believe it ever happened widely. I have upgraded mine to Windows 10, and DXDIAG reports DirectX version 12 is installed. Since the video card is built into the motherboard/CPU, it's not going to be a workhorse, so don't expect it to be a terrific gaming machine.
