This particular CPU has a total of cores, consisting of 10 Performance-cores and 2 Efficient-cores. The 1.7Ghz rating is for the Efficient-cores, while the 4.7Ghz is for the Performance cores. This type of design allows for lower battery use (meaning more battery time between charges) for low CPU tasks, such as email, but also enables ramping up the CPU use for more intensive tasks, such as video editing.
