“The computer advertises a touch screen yet it is not functional upon starting. After googling and searching the help center it instructs me to open the Device Manager and then the Human Interface Devices to enable the HID touch screen-but there isn't one.”

Thank you for reaching out, apologies for what you're experiencing. This HP 17-CP0010nr laptop does not have a touch screen. You can reach out to the seller from whom you purchased the laptop to arrange for replacement with a model that is touch enabled. We will reach out to Best Buy and ask for the listing to be corrected.
