It's because the 2.1 GHz speed is the "base speed"-think of that like the idle speed of a car engine. As the workload on the computer increases, the processor can speed itself up to a maximum of 4.0 GHz. So those two numbers are the idle and maximum processor speeds. The computer will speed itself up automatically-there's nothing for you to adjust.
