It depends on content, extensions, JavaScript, etc. Each tab has dynamically updated code and scripts that are executing whether the tab is at the forefront or not. It eats up tons of compute resources. If memory becomes a problem, try this tip: use the built-in Chrome feature ‘bookmark all tabs’ then close all the tabs you’re not actively reading and come back to them later.
