If you are turning it off using the correct procedure (click on the Windows logo in the lower left corner of the Taskbar, click Power, then click Shut Down), and you hear noise, try unplugging it immediately. If the noise goes away, then it is coming from the fan, and is a safety feature to make sure the CPU does not overheat. At this point, you may have have caused some minor injury to the CPU. Plug it in and ignore the sound in the future. Or keep unplugging the machine and enjoy the silence, as well as the accelerated damage to the CPU.
