I have an iPhone 7-- If I select a photo, I have a can print right from the phone. However, it uses my wifi to do this...so you really do need an internet connection.

I can print with no Internet connection with printer and without being physically linked to it(cord) from my phone or tablet.

HP ENVY 7640. It has an internal network that you can connect your phone to the printer itselt wireless even if you don't have a wireless network in your home. HP also have other models that you can use cables to connect.
