The Wireless Keyboard and Mouse that come with the system, are not bluetooth, they use a small USB adapter (dongle) that comes with the system. If you do not have the adapter, or you do have it but still cannot get the system to work please contact HP support at : https://support.hp.com or call them at 1-800-HPINVENT.
