“Previous response from HP says USB-C port can drive a 1440p monitor while HDMI port drives another. But plugging a USB-C-to-HDMI cable from computer USB-C port to monitor HDMI port yeilds "No Signal." What setup will allow two 2560 x 1440 monitors?”

Roland, thank you for following up! The USB-C ports on this are for data transfer only, which is why the USB-C to HDMI yielded a "No Signal" on the monitor. I am sorry about your experience and that this is not up to what you are looking to use it for.
