Yes, it comes with two starter ink cartridges, which are Instant Ink cartridges. If you don’t plan on using HP’s instant ink program, do not install the starter cartridges. Buy regular ink cartridges when you buy the printer. We are using the instant ink cartridges because we were offered five months of free ink. I am not sure we will stay with instant ink after the free months are up in September.
