Hi Avery. The 15M-EE0023DX needs a 65w charging cable. 60w should work, although less efficiently. It's not possible to diagnose the issue in this forum. If your laptop is not charging and you're still under warranty, please reach out to HP Support for assistance at 800-474-6836.
