The last several Ryzen Envy x360 models were all listed as not user upgradable memory, yet were user upgradable to 32GB. (You can find resellers on=line that offer the 4700U model with 32GB.) Unless it is limited in the BIOS, there should be no reason this model would not support 32GB.
