The CPU in this model can go up to 3.90 Ghz. It only uses the base speed to save battery life when the laptop is not in heavy use. The speed will adjust automatically based on what you are using the laptop for. Also, you can set the laptop to max performance to use the full speed all the time, but this will drain the battery faster.
