“lights continually blink. can't turn on or off to start printing. all the lights keep blinking. how do i turn it on to use?”

• Something (a persons body) blocked the Bluetooth radio signal temporarily. Make sure to have a clear line of sight between device and printer. Unplug printer and remove battery. Cancel all print jobs. reload battery and plug in. setup printer again

• Yes a I can turn it off the check the ink level and if any jamped papers , then turn it on

• Have you pulled the battery as well as unplug the printer?
