No, it's not normal. The power adapter provided with this unit supplies 200 watts, which should be enough to run the laptop at full speed and keep the battery charged indefinitely. Note, however, that all modern laptops perform some battery conditioning, so there may be short periods where the laptop doesn't charge. The laptop is draining the battery -- just a bit -- to keep it from overheating, to extend the life of the battery. But normally it would never let the battery drop below 90% or so. Sorry, sounds like either your charger or your battery has a problem.
