“I have two questions: 1. Specifications says this comes with a liquid cooler. Does it come with water and thermal paste already? and 2. How much RAM can the motherboard take? Can I upgrade with an extra 16GB ram?”

Yea, So the Liquid Cooler is the AIO that surrounds the cpu, no it doesn't come with water, which you would never use, it's not an actual liquid cooled pc its just the AIO, you wouldn't need to drain the liquid etc, they last for a long time, Thermal paste you wouldn't need unless you'd want to change cpu and no it doesn't come with thermal paste. MotherBoard has 4 slots, it can take upon another 16gb or any size of ram that you need I do know that the motherboard withholds the speed of ram at default at some MHZ, But in short yes the Ram can be upgraded to either additional size or to a different brand etc. It's really simple and easy, this PC is extremely upgradeable. It is water mixed with special chemicals to prevent corrosion and gunking in the system. It does come with Thermal paste pre-applied (AIO also pre-installed). The ram features 2 additional slots so yes you can expand the ram though mismatching ram can cause issues so would suggest either ordering a 8gb x4 kit to get to 32gb of ram (even same model and brand can have issues) but at least order the same model and brand of ram to avoid issues.
