I bought one of these on 1/28/2017 and it arrived today (2/1/2017). Mine came with a DVD-ROM (HP Spare 581599-001, Model TS-H353C/HPTHF). This a standard half-high SATA DVD-ROM drive, it would be easy to replace it with a DVD-writer or Blu-Ray player. No recovery discs are included, mine came with Windows 10 Professional. I'm assuming that it's 64-bit, since it came with 8GB of RAM, but I haven't powered it up yet. The listing says that it has a first-generation i5, I'll see what I actually got when I power it up.
