Your upload/download speed is determined almost exclusively by the speed of your internet connection, although there are computer settings that can make sure you're getting all the speed your connection can deliver. I'd verify with your Internet provider that they're actually delivering the promised speeds-depending on how the service is provided to you, the number of people accessing the internet in your area or the distance from the company's hub can affect your actual speed. A new computer will probably make little if any difference to your connection speed.
